Background

  1. On 10 April 2018, the Food and Health Bureau invited the Nursing Council of Hong Kong ("the Council") to formulate a voluntary scheme on advanced and specialised nursing practice ("the Scheme") with a view to
    1. advance the professional competence of nurses; and
    2. pave the way for setting up a statutory registration system in the long run.
  2. The Council recognises it is a global trend to promote advanced and specialised nursing practice. As the only statutory regulatory authority of the nursing profession in Hong Kong, the Council is pleased to shoulder the responsibility for the professional development of nurses.
  3. A Working Group on Advanced and Specialised Nursing Practice was formed in April 2018. It conducts regular meetings normally on a monthly basis.

Terms of Reference

  1. Prescribe guidelines on the scope of practice and/or core competencies of nurses with advanced expertise and standards;
  2. Devise a mechanism by setting training standards and recognising training institutes;
  3. Explore the feasibility of setting up a mechanism for advanced/specialised practice register under the Nursing Council of Hong Kong (“the Council”);
  4. Assess applications for recognition as Advanced Practice Nurses;
  5. Keep under review the effectiveness of the Voluntary Scheme on Advanced and Specialised Nursing Practice (“the Scheme”) and make recommendations to the Council when necessary; and
  6. Advise the Council on any other matters pertaining to the Scheme.

  1. On 25 January 2019, a briefing on the Scheme was organised. A two-month consultation exercise inviting feedback and comments from the public was also launched.
  2. Having consolidated views collected during the consultation period, the Council submitted a proposal on the implementation of the Scheme to the Food and Health Bureau in July 2019.
